I failed to find out why, but WebKitGTK browsers I've tested (epiphany, midori) refuse to display the button labels (i.e., the info who reacted) on hover.
These labels get displayed when the button is active/has focus, but not on hover.

This is with webkit2gtk3-2.24.1 on Fedora29.
