Safari Can't Open the Page
The error is: "The operation couldn't be completed. (kCFErrorDomainCFNetwork error 1.)"

This only happens when launching Safari cold. new tabs or windows work as expected. this has been going on since at least 10.14.4 and hasn't been fixed in 10.14.5.

my homepage is set to "file:///Users/joel/Sites/home/index.html"
