IOS 13 Official Beta - Safari for iPhone

Steps to reproduce: 

1.) Run Safari for iPhone on IOS 13 Official Beta
2.) Open a long page
3.) Scroll down to the end/bottom of the page until you receive a rubberband effect
4.) Do immediately a further swipe so that the toolbar at the bottom appear and the page receives a further rubberband effect.

Actual: The toolbar at the buttom appears but the rubberband effect of the page stutters. 

Expected: The toolbar should appear and the page should have a smooth rubberband effect.

This is a regression of a regression which was fixed again in iOS 11.1 with issue 149280 and <rdar://problem/22758169>. It is still working fine with Safari on IOS 12.3. But now again broken in iOS 13 :(
