Is there still a possibility of it getting to iOS 12 or has that been finalized yet? 

If not, it's going to be remain an issue we need to consider for iPhone ~6 users I guess?

The issue itself is particularly problematic for apps added to home screen, which can't be refreshed / forced to quit in iOS12. So if the app gets into a bad state because of this - it's very difficult to get out of it (without restarting the phone or doing a memory reset or re-installing the PWA)
