To reproduce:

1) Go to the following link using Epiphany/WebKitGTK based browser: http://infocenter.arm.com/help/index.jsp
2) Expand some of the topics in the tree on the left, so that it's scrollable.
3) Scroll, and observe how the tree content bleeds into the area above it.

Only observed on Wayland, running Epiphany with GDK_BACKEND=x11 set doesn't reproduce the issue. I was able to reproduce the bug using Epiphany, and also the SWT browser (which is a WebKitGTK based browser widget).

OS: Fedora 30
GTK3: gtk3-3.24.8-1.fc30.x86_64
WebKitGTK: webkit2gtk3-2.24.2-1.fc30.x86_64
