Standalone PWAs don't keep connections active when the pwa is put into the background.
This is critical for applications that use external auth and have two factor authentication.

Bug repro:
- Open app in standalone pwa
- Attempt to login using external service
- User leaves context of pwa to 2 factor auth into the app
- User comes back and the page has the error "Safari cannot open the page because the network connection was lost".

This is happened on both iOS 12 and 13
