We should strongly consider implementing a Safari-style cookies accept policy, to match Safari's behavior as closely as possible. This means any domains that have previously set cookies will be allowed to set third-party cookies (subject to the constraints of ITP, of course).

Discussed in bug #193458

Rejected patch for libsoup at https://bug792130.bugzilla-attachments.gnome.org/attachment.cgi?id=366620. This patch needs to be modified to add a new accept policy to libsoup instead of modifying the existing one.
