We currently ignore ephemeral sessions when processing ResourceLoadStatistics data. This was initially done because we were concerned that cookie blocking behavior triggered by prior encounters with the site would reveal something about the user's browsing history.

We should revisit this so that ephermal network sessions are also protected.
