1. Open https://css-tricks.com/examples/WebKitScrollbars/
2. Inspect <html>

Expected:
The following rules should be at the bottom of the styles editor:
::-webkit-scrollbar
::-webkit-scrollbar-track
::-webkit-scrollbar-thumb
::-webkit-scrollbar-thumb:window-inactive

Actual:
None of the ::-webkit-scrollbar* rules are visible.
