While watching DRM-protected content from Netflix or movies purchased in Youtube, I get a const flickering on about every 10s.

In the case of Youtube, if I have another non-protected video open in another tab, its frames are shown during the flicking.

This behaviour can be triggered while turning full-screen on/off or changing the audio volume.

Safari 12, Mac OSX Mojave 10.14.3 on MacBookPro11,4 mid-2015 Retina.
