ClipboardUtilitiesWin.cpp DragDataWin.cpp and PasteboardWin.cpp all have USE(CF) guards which have minimal requirements on CF.

Need to replace urlFromPath within ClipboardUtilitiesWin and then all the guards can be removed completely.
