Timeline panel funnily scrolls to top with new selection range

Steps to Reproduce:
1. Inspect maps.google.com
2. Record a timeline for ~10 seconds
3. Show Script Timeline
4. Scroll all the way to the bottom
5. Make a time range selection that is empty
  => Script Timeline funnily scrolls to top
