This should also fix two flaky layout tests:

• fast/events/ios/viewport-device-width-at-initial-scale-fast-clicks.html, which intermittently times out.
• fast/events/touch/ios/passive-by-default-overridden-on-document-and-window.html, which intermittently fails with a text diff.
