Thanks for your feedback. It happens on every website, which has vertical scrollbars. 

E.g. https://webkit.org/

When you scroll to the end of the page, the bottom toolbar appears, but the page doesn‘t has rubberband effect then. You can compare with Safari on iOS 12, where it works perfectly. 

I can record a screencast if you want, but I can provide it earliest on Monday, since I have no iOS 13 device in my hands over the weekend.
