repro.html

Steps to reproduce:
1. Create a UIWebView
2. Set its HTML to the HTML attached in repro.html
3. Open the app on an iOS13 beta 5 device
4. Attempt to scroll the page vertically
5. Notice the rubber banding effect

This effect is not seen when following the same steps with WKWebView.
