In elementary OS apps, the scrollbar doesn't behave the same in Epiphany as other apps that ship with eOS. The scrollbars in eOS apps expand when you hover over them, and show the entire scrollbar. 

There is also a new feature in elementary OS Juno that shows a blue glow overscroll, which isn't present in Epiphany either.
