When loading the attached (very tall) single-page PDF in an <img> element, the web process spins for a long time and eventually Safari displays the 'this webpage is using significant memory' banner.

Steps to reproduce:
1. Download the 'tall-pdf' attachment, unzip it, and open tall-pdf.html in Safari.

Occurs:
Safari Technology Preview 79 on macOS 10.14.4
