I've tested the same in Chrome Canary by enabling Unified Plan as follows:

pc.createOffer().then((offer) => console.warn(offer.sdp));

It prints a proper SDP offer with m lines for receiving audio and video as expected (although there is a=recvonly, which may be a bug in Chrome):
