What steps will reproduce the problem?
1. Open the above URL or any WebKit bug with a long patch on it.
2. Scroll up and down on the page *using 2 fingers scrolling* (other scrolling mechanism don't show the issue). Watch the bottom right bar with the review / commit-queue flag (which is fixed positioned).

What is the expected result?
As you scroll, there should be no difference in how we render the bottom right bar.

What happens instead?
The layout seems to toggle between 2 states as you scroll. Not sure if it's layout related or just that we improperly shift a compositing layer (scrolling shouldn't trigger a layout).
