Seen on and iPad running iOS 12.0.1 (16A404) with Block Pop-ups enabled in Settings > Safari.

Perform the following:

1. Visit <http://www.megamillions.com>.
2. Tap the popup menu under “Where to play” and pick a state, say California.
3. When Safari prompts to ask if the pop-up should be allowed, go to the Home screen.
4. Open Safari again.

The web page is not repainted.
