Changing the way cq+ works right off the bat is dramatically more invasive then adding a safe version, refining it with feedback, getting people to like it, and then making it the default or understanding why we can't make it a default!

I'd still push for adding a new scq+ option and then convincing people that should be the default later on! I'd rather benefit now then get it deferred with discussion about why it should or shouldn't be the default commit-queue behavior.
