Add a "Safe Commit Queue" / "scq+" option to add to commit-queue once all the bots are green.

Very often I want to cq+ a patch, but bots haven't run yet, and I want to wait for the bots before committing. Either I have to cq and cross my fingers that I didn't inadvertently break a bot, or I can wait a long time and come back to cq+. I want a safer cq+!
