This is a WIP patch to refactor the code to properly handle dependencies. It is not ready yet, but I was hoping to get some preliminary feedback. I am also hoping to see what this breaks in ews.

TODOs:
- Add tests for dependency resolution between fonts
- Handle root dependencies
- Add the crashing test case (this patch fixes it). See the bug this blocks.
- Fix the current web platform tests
