footer not shown in the VoiceOver Landmarks Rotor

Steps to Reproduce:
1. Visit http://pauljadam.com/demos/html5-structural.html in Safari 12 on macOS Mojave
2. Turn on VoiceOver 
3. Use VoiceOver Rotor Landmark navigation to move focus to the <footer> landmark. 

Expected Results:
VoiceOver moves focus to the <footer> using Rotor Landmark navigation. 

Actual Results:
VoiceOver does not move focus to the <footer> using Rotor Landmark navigation. 
The <footer> is not read as an ARIA Landmark to VoiceOver.
