Steps to reproduce:

1. Navigate to about:blank.
2. Open the Web Inspector (via Inspect Element, command+option+i, etc. It doesn't seem to matter whether the inspector is docked or in a separate window.)
3. Focus the page again, and choose Develop → Enter Responsive Design Mode or press command+control+r.

Expected results: The Web Inspector should remain open.

Actual results: The Web Inspector closes.
