If it helps, behavior of Epiphany has now changed.

Epiphany 3.28.1
Video says "Content loading. . ." and goes no further

Surf-2.0 and MiniBrowser (supplied with WebKit)
Video plays audio with blank (all black) screen.

Firefox
Video plays as expected.
