It's worth noting that this behavior would be unnecessary for us to implement if Scroll Anchoring is accepted and implemented by the browsers https://drafts.csswg.org/css-scroll-anchoring/

Currently Chrome is the only browser that implements it, and it appears to have a buggy implementation.
