I'd say some time between 2.18.4 and 2.19.6 the view began jumping randomly in the direction of the scrolling (using synaptics, if that matters). Say you are at the top of the webpage and use two-finger scroll to move a "little bit down" and suddenly the view scrolls all the way to the bottom. Same happens with scrolling up. It happens quite reliably and on every page.
