This problem is not specific to YouTube, I reproduced it today watching video on gitlab.gnome.org and also on bugs.webkit.org. Reproducer is https://bug-188447-attachments.webkit.org/attachment.cgi?id=346853, just play the video until it finishes, then try playing it again. The second time, it won't work. The symptoms are different but the underlying problem is the same: the video only plays successfully the first time.

I *think* it is a regression from 2.21.4.
