Sorry if this is a duplicate, but I couldn't find an existing bug.

1. Open Safari
2. Go to whatever website (google.com, yahoo.com, etc)
3. Try to press the F4 key in any app (e.g. try going to keycode.info in Safari or Chrome or Firefox) - nothing happens!
Regardless of whether the F4 is pressed from the touchbar or an external keyboard. All the other function keys work - only F4 is swallowed.
