In Bug 177393 we temporarily disabled the "cookie less" data task. This has the effect of granting cookie access back to the most prevalent (and least useful) sites.

To put ToT WebKit back into a reasonable state, we should place "block" resources into the partitioning state (as they are in shipping WebKit) so we don't regress protections for nightly users.
