macOS: 10.12.6, Safari: Version 11.0 (12604.1.38.1.7)

Steps to reproduce:
Open these two on two separate tab on Safari at the same time:
data:text/html,<html dir="rtl"><head><title>A</title></head></html>
data:text/html,<html dir="ltr"><head><title>A</title></head></html>

Expected:
Same text result on tab's title

Actual:
rtl html tag caused incorrect title.
