When you log in to GMail there are three buttons on the lower left side,
the one in the middle is used to open Hangout chats. If you click on that
one you get a small window with the most recent conversations. Then you can
open individual conversations from there.

Doing that is a very easy way to reproduce the problem, but often it's enough
if you just open GMail and try to read an e-mail, or resize the browser window.

The hangouts web app at https://hangouts.google.com/ has the same problem.
