This sounds like a downstream packaging issue that should be reported to Slackware. They need to rebuild their WebKitGTK+ 2.4 package against the newer version of ICU. Major distributions do this automatically as a matter of course so that you don't wind up with a broken system.

Beware that WebKitGTK+ 2.4 is insecure and has not been supported by us since 2014. See also: http://bugzilla.gnome.org/show_bug.cgi?id=751635.
