For some context, the feature that relies on loading TestExpectations is broken anyway. The code doesn’t understand modern expectations and fallback order. I can’t check it right now, but it’s entirely possible that the same access control failure occurs in Safari too. 

If the page loads much faster in other browsers, I’m super interested to figure out why.
