Testcase

I have the same issue, even in Safari 11.0 (high sierra) as well as in Safari Technology preview.

In my testcase, you see a fullscreen image (background) with position fixed gets clipped by overflow hidden. If you view the testcase in Chrome, you'll see the image cover the whole browser window.
