plugin a usb audio device to test volume using demo :
https://webrtc.github.io/samples/src/content/getusermedia/volume/

Result:
no volume.

Comment:
1. we have to restart Mac OS to solve the problem if the issue occurred. 
2. restart safari can not solve the problem if the issue occurred. 
3. chrome & firefox works fine if the issue occurred.

what should we do to collect more information?
