emoji render issue in safari

Safari is not rendering emoji correctly when the font family is set to -apple-system. 

I've tried clearing my font cache and restarting. 

I was using Font Explorer X, though have completely uninstalled and run the font verification through Font Book.

Issue is happening in Safari 11 and Safari Technology Preview, but not in Chrome.
