Bugzilla: "WebKit Contribution Terms" section no longer appears when checking "Patch" when adding an attachment

Steps to Reproduce:
1. Click to add an attachment to this bug
2. Click "Patch"
  => Expected "WebKit Contribution Terms" section to appear, it did not

Notes:
• The section is on the page but has a `display: none !important` preventing it from being displayed.
