Closing this and starting a new ticket. This problem with HLS video textures has moved on now from last year since this ticket was created. 

The work around will work for IOS10 only. IOS9 won't work and IOS11 is now suffering the same problem as IOS9. 

According to the WebKit git. I see absolutely no reference to HLS video texture tests with WebGL. Only mp4 has been used in the tests. 

Meaning Apple's own streaming format has never been tested against webgl and video textures for an Apple supplied browser. 

This would explain why it's broken. 

I had to purchased a new device myself, to first replicate the problem and be able to test and compile examples and evidence of the problem. 

I am hoping to use the webkit tests exactly and replace with a HLS stream as a variation also.
