I looked at a couple bots that frequently hit this issue, which were bot173 and bot174 (Apple El Capitan Release WK1 testers), and both were is a somewhat weird state. It looks like system setup didn't fully complete, and Spotlight process was using a lot of CPU time. I rebooted them.

Another machine hitting this (bot164) wasn't in the same state.

Still, it is possible that this issue reproduces under CPU load.
