using Safari 10.0.3 (12602.4.8) or Safari TP Release 24 (Safari 10.2, WebKit 12604.1.6).

On first load the subtitles show up in the video (as expected). On page reload and subsequent loads they do not render. Works OK in Chromium and Gecko.
