Pretty hard to explain into words, so see the attached screencast showing the scrollbar where some weird visual artefacts (blue horizontal lines) appear on top of rocketchat's* scrollbar everytime you scroll back up into the discussion (the infinite/elastic backlog scroll).
This does not happen on Firefox, only on Epiphany (which I use in "app" mode). Tried Epiphany 3.22-3.24, WebKitGTK4 2.16.5 from Fedora 26. The issue has been seen on other distros such as Debian testing, too.
*: There is a public demo instance that exists at https://demo.rocket.chat if you don't have it set up on your server.
