This is simply 3rd party cookie blocking. Turning off 3rd-party cookie blocking fixes this.

Yes, 3rd party cookie blocking breaks things like this - That's been known for the dozen years Safari has been shipping 3rd party cookie blocking by default.

This is behaving correctly.
