fast/workers/dedicated-worker-lifecycle.html is a flaky timeout
It is timing out on all platforms according to the flakiness dashboard.

The test will timeout with times ranging from 80-220 seconds. Usually it runs under 25 seconds on a pass.

I was able to reproduce the timeout locally and narrowed down the timeout starting between r219238-r219239
