I noticed that epiphany 3.23.4/webkitgtk+ 2.15.3 ignores
gsettings 'set org.gnome.Epiphany max-processes 3' and just starts a new web process per tab. So opening 12 tabs ended up with 12 web processes.

I have verified by downgrading to 3.22.5/2.14.3 that this worked in the stable branch so it is a regression.
