Well, i never worked with Win32, but my friend did. And he also had some problems with it. You may also find some solutions here- https://social.msdn.microsoft.com/Forums/en-US/0dbd33d3-e90d-404e-a6ee-d2641653bf51/drawing-to-scale-with-win32?forum=vcmfcatl just like he did. So if you solve this problem, please let me know, it is quite interesting.
