Something odd is happening trying to reproduce this in Safari 10 on macOS 10.12.

1. Follow the steps below reproduce the issue.
2. Copy the HTML file to the volume too
3. Open the HTML file on the volume using a file:// URL
4. The image loads, as expected.
5. Reload the file that’s *off* the volume

Expected:

  The image still does not load.

Observed:

  The images loads.

Notes:

  I can’t reproduce this with STP.
