If I tweak NetworkLoad::didReceiveChallenge() to completionHandler(AuthenticationChallengeDisposition::UseCredential, serverTrustCredential(challenge)); whenever challenge.protectionSpace().authenticationScheme() == ProtectionSpaceAuthenticationSchemeServerTrustEvaluationRequested, then the tests no longer time out.
