I cannot reproduce this with ABC-QWERTZ keyboard layout and German system language. Maybe I need a physical German keyboard to reproduce the issue?

The system default for next window is Cmd-` even in German. You are probably using a physical keyboard with an unexpected mapping. In that case I would suggest to remap it to another shortcut of your preference, such as Cmd-<. This will work between Safari and Web Inspector because they are both Safari windows.

You can also use Cmd-L while Web Inspector is in front to focus the smart search bar of the inspected page.
